More consistent privacy and terms footers

Connect campaign footers to the published Privacy Policy and Terms of Service managed in Settings → Legal pages, using account defaults or explicit site replacements. Reviewed landing pages use one policy-link pair, with duplicate links removed while preserving copyright, lending disclosures and enquiry collection notices. Hosted policy addresses work independently of a campaign's page slug. Managed legal-footer colours are editable so the footer can match the page. Save and republish page changes through the normal builder workflow.
